I think most casinos have rooms that can be won/bought the only problem is that the Novac one is the most fuctional and reminds me of good old american hotels.

You can buy a room in Novac from Jeannie-May unless you've killed her, you're given a room in the Lucky38 once you enter the New Vegas Strip, all of the Casinos have rooms that you can buy, The Tops gives you a free room, courtesy of Benny, the bastard that shoots you at the beginning...
Good places to use are probably the Yhagazi Memorial (Or whatever it's called, It's a giant cross with an abandoned shack next to it that doesn't respawn, so it's safe to store things in) Most of the houses in Goodsprings are safe too, and you can use the beds.
