The ability to pick a Perk, after allocating points to Sneak, Guns, Unarmed, ect.... Chosing a PERK as part of the leveling process JUST DOESNT SHOW UP
It happenend when I leveled from 2-3, and AGAIN a few minutes ago When I went from 8-9th LEVEL...
I got the collectors guide edition, and can find nothing in it that explains this.

You don't get a perk every level.

You only get a park every other level and only on the even numbers.

So a perk at levels . 2, 4, 6, 8, 10, 12, etc.

You should only be receiving a perk every other level-

2,4,6,8,10, etc

the gap between level 3 and 9 is quite huge. I'm not sure why this happens, but you may want to try this mod: http://www.newvegasnexus.com/downloads/file.php?id=34707
perhaps this'll fix it.

you can also maually give yourself some perks. simply open the console and type: " player.addperk XXXXXXXX " -> here you'll find the http://fallout.wikia.com/wiki/Fallout:_New_Vegas_perks.

You only get a perk every "EVEN" level. This is the way perks were in Fallout 1 and 2. I am sorry that 3 spoiled all of you by allowing you to make "God" characters by level 10. New Vegas was made by the same people that made 1 and 2 so they thankfully went back to making us have to think which perks we are going to take.

Actually in the old games you get a perk every three level. New Vegas kinda found a middle ground.
