You won't want to be playing in hardcoe mode, as a lot of your points will go into the survival skill. if you were looking to make a stealthy character I would suggest melee and/or unarmed as one of your combat skills, as a lot of situations are in close combat, and you can be more efficient with weight not having to carry multiple weapons around.
next you have to decide which you would prefer at the beginning of your adventure: more caps or easier combat. more caps means more supplies and better equipment, plus you won't have to go scavenging for items, just check a few shops to see if they have what you need. if you prefer superior combat abilities at the start of your game, then you can still make a nice haul if your a particularly evil character and kill almost everyone you see.
if you try to level up evenly in your major skills, you'll find yourself unable to take advanced perks, and have difficulty killing more formidable foes. remember that for repair/speech/barter skills have skill magazines that can temporarily increase those skills, and it's a lot easier to use those when you need them most then the combat ones when your in the middle of a firefight.
so yeah, just my 2 cents, take it or leave it.
