My character cannot move after loading game and my hud is missing, i can fast travel but that does not solve it.

I am getting the same issue. My character is stuck on a rock and wont move off of it, he can turn and use weapons, but wont get off of the rock.

For the missing HUD, try the console command:

enableplayercontrols

For getting stuck in rocks/objects, try the console command:

tcl

Then move a bit until your are out of the object's way, then type:

tcl

That toggles collision/clipping - first off, then back on
