Is it any good? Do people use it a lot? I'm going to be going for pistols and revolvers a lot more on this character. .45 pistol and the unique one are pretty sweet from Honest Hearts.

I've never used it. It never seemed necessary or added alot to me.

Used it once to one-shot the Legendary deathclaw with a Ranger Sequoia back when it had 35DT.

If you have Honest Heart, yes, since you get more perks than you need.
