and if there will be will it be relased before or after the release of SKYRIM or on the same day ??

Nobody knows for sure, but since Fallout 3 had it, we are assuming that New Vegas will have it as well. I can't see why not, it would hype up Fallout 4, for the new people who do get the GotY editon.
