Getting Bad FPS

Let me start out by saying that I'm also playing the Witcher 2 and never getting less than 40 fps on ultra settings (without ubersampling on). So why is it that I can't get get more than about 15 fps (usually in the single digits)? This is on any setting from low to ultra with my GPU not usually going above 22% and my CPU usually not going above about 25%. Usually my GPU usage is much lower than 22%, dropping to 0% many times. Every once in a while I'll get a short burst of 30-40 fps where my GPU usage will rise to ~40% for say 10-20 minutes but not more than once every few days.

Steps I've taken:
-completely updated windows

-updated my BIOS, sound and graphics drivers, Steam and FNV are fully updated as well.

-trying something with alternate graphics drivers currently that doesn't seem to be working.

-tried both of the NVidia alternate dx 9 dll to no effect.

-currently using the Fnv4gb utility to no effect since FNV isn't using the extra memory I've made available to it.

-tried increasing my page file to 1.5x my physical memory.

-tried tinkering with the setting through use of the NV Configurator.

-tried turning off all start up items and turning off my antivirus, and using, game booster premium to clean up stuff I missed.


Is there anything anyone can suggest that would get me more fps, or am I just out of luck? Oh and before someone points out that my drivers don't match (if that's somewhere in the dxdiag) I'm trying something I saw on another site and I just haven't switched back yet since there's been no difference.

Worth a try. Theres a setting called power management mode. nvidia control panel -> manage 3d settings. Falloutnv.exe add it if it isnt in the list already. Find power management mode and switch it to prefer max performance (the default is adaptive).

Your CPU utilization with 8 cores could be normal depending on what your reading. I assume your using the windows task manager.
Under the performance tab if your reading the cpu usage window on the left then that will span all 8 core in your case. Its spans all four of my cores.
So when two cores are 100% it reads 50%. In your case 25% will be 2 cores 100% or some variation like 4 cores at 50% etc. My cpu never really jumps much above 45 - 50 percent.
