Hello,

I'm doing the G.I. Blues mission and I'm Level 4, so I'm fairly new. I'm stuck at the final battle in the mission between Pacer and the NCR. I was following a guide on fallout.wikia.com, but the guide told me to "negotiate" with the NCR Major Lady (forgot her name). When I approach the NCR, with my weapon holstered, I get shot at and killed pretty quickly. When I talked to King I was only given the option "It seems pretty innocent", but nothing about a messenger sent by the NCR. I have no choice but to kill them all, which I ended up doing but then reloaded the auto-save before the battle. I don't want my reputation with the NCR to go down, but when I kill them all I become shunned and have the Infamy status. Is there any way out of this?

Try wearing NCR armor so you'll be disguised. I don't think they'll shoot at you that way.
