It occurred to me that the Security, despite trying to "Save the Ark," don't seem to care much about the civilians living on the Ark. In both Shipyard and Reactor, they would rather have things their way and risk the lives of many citizens, then save many and have the living conditions evened out by the resistance.

In Shipyard, they would rather risk the lives of FOUNDERS, then give in the towel. Also, because of their choice, they lost many of their own men in the battle to take control of the Surface-to-surface missile.

In Reactor, they would rather risk the entire Ark just to have things ran their way.
