I was speaking before about a jedi playthrough and I needed a Shishkebab for my red lightsaber, naturally I got hints from you guys and a wiki link searched around and... AHAHA NOTHING
Wiki tells me to do this to find one:
It can be found on Legionary Assassins. They didn't
Shishkebabs are purchasable from the NCR Supply Officer, Quartermaster Bardon in the Hoover Dam Office. However, you may not be able to purchase from the officer if your reputation with the NCR is neutral or lower. I'm Accepted But No Cigar
It can also be found at the Crimson Caravan camp after level 16 from Blake. Hes not anywhere in the camp
They can also be found at Mick & Ralph's Not there or the special inventory
The Great Khan Armorer may have some in stock. Slaughtered them all for not having one
Viper leaders may carry one. They seem to favour the Grenade Rifle?

Is there something I'm heavily missing, a bug/glitch, jedi's weren't meant to have swords ?

You should get a Shishkebab from cook cook (?). One of the Viper leaders.

If you have Honest hearts, White legs use them alot I've gotten Six

I only know of the Fiend, he has a Flamer and Incinerator ?

I always get mine from the Khans. Everytime I need one, they have one.

And get Honest Hearts.

I plan on getting these DLC sometime soon ... But im not going to spend ￡4 something for points to buy it just for a flaming sword

i got one from the legion assassin's, i was on a high level

Keep trying at the NCR Supply Officer, that's where I found mine the first time. Wait a couple of days and leave/re-enter Hoover damn until he has it. But you have to be at a somewhat high level.
