I thought that with NetVar meant that we don't have to download updates. But on Steam it says I'm currently downloading an update that's 4820.5 MB...
What's going on?

The recent updates aren't netvars, it's actually an update to a lot of the internal code of the game. Netvars are linked to the internal server infrastructure of the game. Hope that clears it up a bit for you.

Exactly. The update is adding/tweaking things that was packed into the code of the actual game as opposed to the server side data that Netvars control. Hence it needs to add updated data into the actual game data files, which requires a full on patch.
