FIRST OF ALL: Stop comparing this game with Brink. Brink was not developed by Bethesda Game Studios, but an external developer, who's working with Bethesda Softworks and has no relation with it's development stuido*(not sure but very likely). I know a lot of people have been tricked lately, crysis 2, Vegas(bugs/external) and Brink ...etc, but Rage would not fall into the same bucket.
It turns out that Splash Damage was working for IDSoftware previously (doom 3 additional mp) ... but since ID Software got bought in 2009, Brink, an IDTech4 game, in all good spirit published by IDSoftware, but since ID only publishe's it's own games, the Bethesda Softworks guys taken over, so, it got to bethesda just becuase Splash Damage was in relations with IDSoftware obviously because of use of their engine.
SECON OF ALL: I have no idea why it's being compared with fallout, it might have similar parts (like the shop?) , it has nothing to do with bethesda at all, development of Rage and Doom4 and IDTech5 was started before IDSoftware sold it's studio to Zenimax Media.
(IDSoftware also self publishes, has control how it's publishing it's games, even tho it's formally under Bethesda Softworks name, Bethesda Game Studio has probably no "bad" influence on what ID makes, they only joked there might be some cross-IP easter eggs and that's it for now.)
It's all detailed in this old article: http://www.videogamesblogger.com/2009/06/25/id-software-sold-to-zenimax-bethesda-to-become-own-publisher.htm
(there are a heck of a lot articles from what i say below, that's what i got over the years, if somethings wrong, feel free to fix)
Rage is an internally developed ID Software game , which has nothing to do with bethesda, zenimax, or anything else, ID Software operates "independently" under the zenimax media group. This is similarly to how Blizzard operates, but i gather that IDSoftware has much more freedom than Blizzard. (Activision is evil)
ID Software is trying to learn new experience with vehicle racing (kind of) and mehanics about that gameplay.
Even if this game is a more of a console oriented (as carmack confirmed he's making this one multiplatform) , this is ID Software, they will make it work right on the PC, the modding tools have been confirmed, which is a massive plus, well, it's a game changer!
A quote that defines this game:
“Pull down the console, type ‘id studio’, then press enter; Then, bam, there’s all the tools we use."

The hardcoe community is poking an eye on it, but it doesn't have a stable fanbase yet, that's when you guys come in, stop speculating and start supporting this game, because if you ask me, this game will be worht it unless some disaster happens, the game should play great, as Carmack noted very much they're optimizing the way you shoot, they game will be very responsive and so were the controls be.
The only thing that would drive people away from this game can only be a genuine dislikness of either genre, style, or manner.
This game will be praised when released, but it won't explode like modern warfail - this is a game that is 10 times better than any call of duty out there, it just won't attrack the masses, because it's a new IP, and because it will probably not be very simple game. Which is something that RAGE was becoming ... more of a multiplatform game, for ID Software saying that RAGE is a console game is not accurate at all. This game will not be ported to PC from consoles, because IDTech5 engine, probably shares the same mindset as Crytek's CryEngine 3, the whole 3 platforms are (soon to be 4; WiiU) being developed separately.
But this is something Carmack regrets in technical terms, how that relates to the PC quality of the game's feel and gameplay i have no idea. But we already know it's going to be a game for it self on PC. Since consoles are so back now ... it will look good on consoles COMPARED to other games, but that will maximize the hardware capabilities.
Rage was also dumped and restarted, it's all part of the development, (they dumped a year worth of man hours of art ... code, everything) so this is actually years of development, it's been in development since 2006 i think, because Carmack started making Rage as a console game at the time when X360 and PS3 were still "powerful". So actually now the game is using IDTech5 engine, but only to a point until ships.
However the RAGE development team is not the senior team, the seniors are on flagship Doom4
However, DOOM4 might be primarly a PC oriented game. Doom4 will use fully updated IDTech5 engine.
The point is; IDsoftware doesn't make an engine , then spends making a game on it for 3 years , the engine is being FREQUENTLY updated and the game is ALWAYS improving until the LAST days before shipping. IDTech5 continue development past RAGE shipping, so the full strength of IDTech5 will be shown in Doom4.
IDTech5 is also unavailable for other studios to license, like for a long time now. Would avoid competition.
The bootom line is, even if this is a "sneak peak of IDTech5" ... and a multiplatform game , it will still be MUCH MUCH better on PC than a lot of other games, just because this is IDSoftware. And if their reputation holds, they will prove it on release. Modding tools are confirmed MONTHS before release, i am deep within the communities with a long history, and i can tell you , all i see in rage is GOLD, so far.
Trainwrecks do happen, but the only thing it can happen, is if they purposely make it as bad, they obviously won't, right?
I might say that, the community probably didn't arrive yet ... so i think there are quite a few guys here who probably don't know who IDsoftware is .. hm ?
This is my first post, but i was poking an eye on rage for a very long time, i watch every carmack interview:
PS: I really dislike how IGN or Gametrailers interrupt Carmack's interview with spamming stupid mid-questions and cut down the whole interview
SUBJECTIVE Assesment:
I like the style very much, it's not dumed down, it will be more of a "standardized" in some areas, because it's multiplatform mainly, but overall it will not be any call of duty clone or anything leaning for that, i hope.
The gameplay videos are perfect, the trailer was awesome, mature, serious, great, normal, no stupid noobtubes and mindless streak shootings like modern warfail. Great music too, it just fits ... i could go on but it's pretty early.
Overall the game doesn't LEAN to anyone, the marketing is great so far (thankfully no freaking toothflash apple-style spinup ads) it's balanced, and it will feel great on PC as well as consoles.
Expect 9.0 on PC .... give or take ... probably give.
