[IDEA] A Realestat Investment: A playerhome quest mod

While looking for player housing mods I noticed there are a lot of player home mods out there, but all of them give the house to you for free.
No work needs to be put into acquiring and getting them up to spec. Those that do have quests attached to them, often seem to fall in the lore-unfriendly, huge and not really realistic category.

There for I had the following idea: A quest mod and a player house in one.
The basic idea is that the player buys the house and has to put some effort to get it from being a simple place to sleep into a place he can call home.
My GECK modding experience stops at tweaking numbers of items and gameplay values. Therefor I thought I'd post the idea here, in the hope that my idea gives someone else an idea.

Below follows an example to illustrate the idea:

Let's say the quest starts with the player finding a down on his luck gambler at the Mojave Outpost who is eager to return to NCR territory. He's offering people the deed to a House near New Vegas for what would be considered a low price for a house (though still quite the investment say 2000 caps). The deed is legit and details a reasonably sized house with a nice amount of room and a well with filtration system providing water. Skill-checks in dialogue would offer some extra's. Such as multiple barter-checks that reduce the price, a repair-check that opened up a repair quest in advance and/or a speech-check in which he tells you some of the catches.

After buying and traveling there you find the place overrun (raiders/fiends/mercs) which you have to "evict".
Once they are dealt with you can start repairing either by your own skills (more than just repair skill) or by some specialized merchant who, for a price, arranges it for you.
During the quest you could decide on a style for the interior, buy storage and a work and reloading bench and repair the stove and water filtration.
Perhaps add a climix in which the seller or evicted occupants return.
