I now can't get into the vault 19. When I go and access the man hole cover in the parking lot, marked vault 19, the game just crashes, even the back door into the actual vault made it crashed. Im on PC, steam, NA version, no companions.
Anyone have this problem?

Try re-installing the game first, if you haven't already. Sometimes files get corrupted.
