Does this game have any of the above?

I'd like to try this game but oddly.. its THE ONLY game on these forums that does not seem to be in first person. I'm surprised Bethesda published this game at all.

I hatre 3rd person and over the shoulder but i might try this game if i could tweak the view as with a mod, ini setting or other means. How about it?
