I own the Steam version of New Vegas. I have tried verifying the game files, restarting the game completely, everything. Nothing seems to fix this.

Whenever I enter the Crimson Caravan Trading Company area, from either entrance (or by teleporting in via the console just to test any way around this), the game from then on seems to double the screen brightness, causing an unbearable white fogginess to overlay the entire screen no matter where I go afterwards. I took some screenshots to demonstrate:

Even if I turn the brightness down to try to compensate, you can tell that the fogginess is still kind of there. It really detracts from any crisp, vividness in the colors. I can't stand this. Does anyone have any idea of what the problem is and how to fix it? ( Please don't say "Try reinstalling the game completely." The "Verify integrity of game files" checks every file and makes sure they are all exactly as they "should" be, and reinstalls them if they aren't. )
