Do any of you guys know if Anarchy DLC will be available through steam, after the preorder period ends?

I don't preorder games (got burned too many times), but I like all those goodies (especially double barrel shotgun), and I would be pissed if I couldn't get them when (and if ) I decide to buy the game..
