Do consoles hold gaming back?

Yesterday, someone on the Skyrim forum suggested that consoles do hold gaming back, something I hadn't thought about before. I agree that if a game is developed for console, then the PC version won't be as good as games that are primarily developed for PC, so it works both ways but can you really blame consoles? I think it's down to the cost of hardwear. A good graphics card can cost between £150-200, about the same price as the 360 and I'm sure that after seeing the poor sales of the PS3 on its release, which cost around £400, it's scared off Microsoft from developing a new console. People will pay £500+ for a new PC but there's no way they'll pay that for a console and rightly so, as a PC can do so much more. This means that to develope a new Xbox console, that can compete with the PC will be prohibitively expensive.

When Skyrim is released the 360 will be 6 yrs old and now that Nintendo are going release a new console, I think a new Xbox is in the pipeline but don't expect it to be as good as a gaming PC, because it won't - too pricey.

This isn't an appropriate topic for the forums. You do deal with it in a civil and constructive fashion, but many do not.
