i think they must make it a RPG game because it will be more fun you can go undercover and walk around as a operative in enemy territory and drive cars and fly gunships go to misions do it.
also you must can go to shops buy guns and armor ,have your own house and having battles to keep your team,home and place safe and expand your army and reaching somewhere on land and expanding it
