I don't know for certain (and mods are not Bethesda employees, so don't take any of this as official), but I'd guess not. It's very difficult to add motion control to a multiplatform game as the kinect and move are vastly different. Id would likely need to develop two separate motion control systems, and that's a lot of work to put into an option the majority of players probably won't even use.
