I was just wondering if Steamworks will prevent me playing on the 6th here in the UK?

Because I usually receive my preordered the day before release so will I be able to play on the 6th or will i have to wait until the 7th?

If you check the steam store page while logged in, it should give you an idea of your local unlock time.

Well you could use a VPN or proxy to make steam think your in the US then you could play the game as its what alot of us aussies do including myself because publishers love to place us in different regions. it wont get your account banned unless you try to buy something from another region's store because it turns into fraud (again if it was legal to do that every single Aussie and European steam user would be using the US store to circumvent regional price gouging.
