A NCR Ranger remake?

I'm trying to set up a character to play like an NCR Ranger, but cant really think of any perks to follow to fit acting like a Ranger. For the tags I'm going with Guns, Sneak, and Unarmed with maybe melee or survival. Anyone got ideas?

A Ranger is like a Cowboy and a soldier combined, so get Guns, Sneak and Survival.

Grab Cowboy as a perk, Rapid Reload, Quick Draw and all the cowboy-themed perks, as well as the more soldier related ones. (Grunt, Commando)

What do you think SPECIAL should be, focus on Agility and Perception?
