Simplest way I can explain it to you is this:
peoples' standards advance with time and technological advancement. What we were satisfied with in the past is different from what we expect now. Generally I think that's a good thing, it's progress.
But a very important distinction needs to be made, even in 2011 a person might load up a flash game on a website, or some little game on their phone, or Nintendo DS... or even bust out and dust off an old console like NES. They are still completely willing and able to enjoy those games on their own terms, and their graphical expectations match up with what the game offers, and there is no incongruity.
The problem arises when a game is marketed one way, by a company KNOWN for pushing the technological envelope, and then the "finished" product turns out to fall far short for exactly the same demographic (PC users) who care most about that.
