I get the topics to trigger on Follows-Chalk, but after going through them, the quest never begins. Using the "getstage" command in the console, it showed that it was at 255, which the geck shows is the failure stage. I reloaded and checked it before going through the dialogue, and it still showed it was at 255. So somehow it's beginning and failing the quest before I have the option to get it. I don't think it's a mod doing it, because none of them should affect quests. I'm curious if anyone else has had this problem, or how I can fix it.

Edit: Nevermind, I had forgotten about the "resetquest" command. Used that before talking to him and it worked. Though I still wonder what caused it to fail before I got it.
