People are probably referring to Call of Pripyat. Shadow of Chernobyl was a pretty new/experimental things, and some aspects worked better than others. Clear Sky made a lot of changes, some interesting, but also had some balance issues. Call of Pripyat attempts to take what worked from the first two and more solidly put them together, and has the "smoothest" gameplay experience. However, it often feels less threatening/immersive than the other two, and it has fewer areas to explore than the previous games, making it feel smaller. There are pros and cons to all of them, but Call of Pripyat usually wins polls for being the more complete experience, and Clear Sky is generally the least liked.
