It's not really fair to judge the game by that, just take a look at Oblivion and the Gamebryo Engine. The Oblivion engine is horribly optimized and it lags, crashes and bugs out even on the most powerful machines, but there are other games that use the Gamebryo engine that have no technical problems of that kind. For example Warhammer Online.

RAGE uses id tech 5, which is still somewhat experimental so it's natural for it to have some bugs (I'm sure they'll fix those though given id's history with game engines)
id Tech 4 was originally released in 2004 and Prey 2 is running on a heavily modified version of it.
