This kid is riding his bike in a parking lot and a millionaire/businessman backs his car into the kid, knocking him over. He gets out to check on the kid and the kid complains or something. The businessman gives the kid a blank check and drives off. Hilarity ensues.

If it is Blank Check, the scene in question is at 5:05 in the Nostalgia Critic's review of it if you want to make sure it's what you're thinking of.
