I just started a clan yesterday, called Gentle Killers(GenK).
There is no level required. But you gotta be a skilled player. I know that you're not a skilled player if you're low level, but if you're high skilled although you're low level, then you can still join.

You will struggle to recruit ,, there aren't many euro players ,, it took me some time to build what i have at present ......
Have a look through the posts and see how mant euro clans there is trying to recruit ,, look them up in the ladder and you'll find there all sitting with 1 or 2 members..
anyway i still wish you good look....
