So basically, I would build a strong Agile character, a fast running mule.
If the speed dissadvantages etc. are not to big I could make him a supermutant

I would focus him first inn Melee, to be protected and for grinding.
Melee characters don't have to think about ammo, and you don't need one weapon for each situation, basically anything that hacks and slashes will do the trick. Its limited, yes, but I will know my limits and play by that, second trait I would focus in would be Barter, because with high strength comes allot of room for goods and such. If I go a more "battle" oriented way I would do sneak third, to stay hidden and to get up close and personal before engaging. If the non battle/pvp gameplay is tempting, repair/science, whatever gives the most crafting options will be my next pick.
For perks I would love to get the Hoarder at an early level, being able to carry LOTS of materials and make allot of money, staying at the top of the economy. Other perks I would love is Melee damage increase, speed increases and anything giving me a bigger inventory/more carry weight.
