What speeds do you pay for? It could be your peak Internet time where you are at, and everybody could be svcking bandwidth down a pipe not big enough. Are there others in your house downloading/online at the same time?

Sounds like you have the bare minimum plan. Though the upload seems rather bad. My guess is your ISP is doing shared bandwidth and its peak time. My ISP guarentees me 12Mbps download no matter what. Now if it werent a spotty connection round the night-time hours...

Most online gaming issues like lag and rubberbanding are caused by latency issues, not bandwidth issues. Most games don't require much bandwidth. What you want to know is what's happening to your latency (or "ping"). That would have more to do with bad wiring or inadequate equipment on your ISP's end rather than the amount of bandwidth you're paying for.
