If anything you could make an argument that the enclave is a copy of Rage. However, I'd suggest the US is a more likely inspiration for both. Like the first modern welfare state, the Roman Empire, the US has such overwhelming technological and military superiority its not funny. Right now the US military is equal to the next seven largest in the world combined with the Pentagon alone being larger then the entire governments of half the countries in the world. Technologically even a 40 year old F-16 is still a match for almost any aircraft in the world and a single aircraft carrier can knock out the entire air defense of most countries in a matter of days. Today the US routinely bombs and kills hundreds of people in the third world using remote controlled predator drones with perhaps its most shameful act in living memory being the threatening Haiti of all places with bombing its destitute population back into the stone age for electing a socialist president. The US has become so militant in recent years with a ten year long spree of perpetual warfare in three countries that we now have a leading candidate for president, Newt Gingrich, who has casually proposed invading half a dozen countries and starting WWIII if necessary.
The Fallout series started in 1997 and the enclave has been part of the story in the following games including fallout 3 which came out in 2008...three years before RAGE came out.
