I understand that Intel chips are worthless, but if I can play Skyrim on high quality, then why can't i even launch this game?

Do you have the latest ATI drivers?

I went into my device manager and tried to update all of them, but they all seemed to be up to date.

Here's how you do it, run this little app, it will install the proper drivers automatically

Brink uses OpenGL, not Directx like most games ...so I don't know if the Intel chipset supports OpenGL. Try this and this should install the latest Intel graphic drivers...
