I don't think it has been announced for PC at all yet, if that's what you mean. It probably will be, though.

The ease with which Steam can deliver and install the DLC content makes it an obvious choice.

Plus unlike GFWL you don't need to buy magic money to buy the DLC. The DLC is installed to the correct place (unlike GFWL) and Steam is a heck of a lot less of a nuisence than GFWL.

Yeah. Dev is right. Chances are that when the DLC makes its way over to the PC (~10 months, going by how long it took OA to go from 360 to PS3?), it'll be on steam.
