Stuck on low quality textures

pip boy is a blobby mess cant even read the text on the buttons at the bottom, moving close to certain objects they just look terrible, clothing on npcs looks very low quality. tried using inis from computer with similar setup, issue would not fix.

ive reinstalled, cd and download. reinstalled steam. all drivers updated. unintalled ffdshow.

verifying integrity of game cache always insists on one failed file, redownloads, same message pops up again

thanks bethesda its been a fun night! where can i send you a bill for testing?

start steam in offline mode, then your settings will save normally. This has been discussed over and over yet the mods refuse to post the fixes (even if temp) in a sticky...

done this, settings do save in every menu but never take effect on certain textures.

Check if you have mipmap settings to highest.
Right click your desktop and open CCC(Catalyst Control Center)

In CCC
Graphics - 3D - Mimap - Set to "High Quality"

Idk if this setting is your problem, but i remember having this setting to lowest and every game i played had washed out textures.
