OK, so I enter the Villa police station, and true to Bethesda glitches, half of the explanation for why my collar is beeping all the time is missing. Anyone know how to shut the collar off when I'm near Dog? It has something to do with nearby radio signals, but that's the part I'm missing.

Not their fault ou skiped it.
Its not bethesda who made the dlc.
Speakers set your collar off, if you are in their range for to long, shoot them or disable them, dont let companions die or you die too. Thats about it.
