I'm running into the bug where after you select Full Region and activate the reflector panel controls you immediately receive the XP reward but neither Fantastic or Ignacio will have any dialouge options about the plant running and I won't get my other reward from Ignacio, does anyone know how to get around this?

In order to get a reward from them, I believe you have to select McCarran and Las Vegas Strip or Fremont and West Side. The other options I think do not help the NCR. You could save before you activate and see which ones provide the rewards. I think Ignacio only gives you a few stimpaks anyway.

I thought it was wierd that neither of them accknowledged the plant was running, there were no new talk options. I looked it up on the fallout wikia and it said that I should get a big book of science and a lot of followers rep from it.

The followers rep is only gained from activating either Fremont and West Side ; Full Region or Full Region(Emergency Levels).

I was incorrect earlier, apologies, Fremont and West side gives Followers +REP, not NCR.

My guess is that you must select Fremont and West Side, since that is the location of their base. The others are a meagre +REP, with no additional bonus.
