Can I get it with Black Star?

As far as I know, there are 16 Deadric Prince out there and some of them offer two items to choose but some of the items are not counted as artifacts.
I know Rueful Axe is not an artifact but what about Black Star?

I got it with the Black star. I'm not sure if the Skeleton key counts as an artefact considering it's not yours to keep.
