Not sure why and never asked anyone really but I have a strange bug with the Skyrim Interface.
After I got all the updates the navigation arrow seems to disappear for me.

Before I changed Skyrim - Interface.bsa (without any update)

After I changed Skyrim - Imterface.bsa (with update either 1,2,3,3.1)
I get this

After i figured the problem I kept the installed Skyrim - Interface.bsa in another folder, made all the updates and moved the file again and overwritten the newer.
That fixed the arrow navigation but some mods now tells me I don't have the updated SKSE (or something like that).

Is It Only ME?
