Graphics issues at the start of the game

My computer is windows 7 with an i3 duo core processor with 2.13 GHZ and 3.80 GB RAM and the opening scene is super glitchy to the point where i can hardly see anything. The graphics look like sheets and run across the screen blocking my view. All of the settings are set to low and it doesn't help. Does my computer need a better processor or RAM? How can I fix this?

Have you tried my AntiFREEZE patch with default setting in enbpatch.ini? http://enbdev.com

What is GPU? and what will antifreez do? It isn't frozen just I cant hardly see anything

INSTALLATION:
Unpack files from archive to game folder (where TES5.exe located). Make sure EVGA, Afterburn or XFire tools are not running.

RUN:
Start the game with launcher, because video options must be reconfigured.

PROBLEMS:
1 Some users have crash on start. First of all it's Steam new protection doing this. Aslo this could be bad display drivers, try to use older or newer.
2 Tools like EVGA, Afterburn, XFire and other overlay may be the problem (shut down them).
3 Some ATI users have performance impact whatever they change in enbpatch.ini.
4 Crossfire or SLI are not supported.
how about you start by reading its description?

"Graphics Processing Unit", only the most important single component of a PC intended for gaming, and if you have none, you need to buy one, or buy a PC that has one already. The onboard chipset video solutions are not adequate to run this game.

Corrected Skyrim Minimum Requirements

* Windows 7/Vista/XP PC (32 or 64 bit)
* Processor: Dual Core 2.3 GHz C2D or equivalent CPU
* 2GB System RAM
* 6GB free HDD Space
* Direct X 9 compliant video card with 512 MB of RAM (and
sufficient performance to actually put that VRAM to use)

* DirectX compatible sound card
* Internet access for Steam activation
