Crap FPS on a pretty decent rig?

I'm playing through the very early part of the game, going through the Keep etc, and I'm seeing fraps reporting 11-20 fps. If I don't think about the number I'm seeing, the gameplay actually feels alright, maybe slightly wonky but acceptable. I just don't get why my framerate is so low. Here are my specs:

Intel Core i7-2600k
ASUS P8Z68 Deluxe Mobo
16 GB G.Skill RipJaw RAM DDR3 1600 (PC3 12800) 9-9-9-24-2N
2 x 1.5 TB 7200 RPM SATA III HDD in RAID 0
2GB XFX Radeon HD 6950
Win 7 Pro 64bit

All hardware is at stock speeds. No mods are installed. The only .ini changes are as follows:

Disappointingly, TESV.exe never uses even 1GB of RAM (even with the latest LAA patch). My CPU usage never climbs above 23%. I'm unsure how to measure my GPU performance in real time (I do have a secondary monitor attached, just don't know what software to use).

Everything through the launcher was automatically set to the highest settings.

I'm sure there must be some settings I have wrong somewhere because this rig should be able to get at least 30 fps no? If not, then where would the hardware bottleneck be? I plan to some day add SSD, watercooling/overclock, crossfire a 2nd gpu etc .. but that doesn't seem like it should be needed when the game seems to barely utilize the computer as it is right now.

The best recommendations I've found are lowering shadows to high and turning off AA and AF in the game and forcing AA and AF through the driver software. I have nVidia though.

Try setting the Ugrids back to stock.

But your not even in the game yet. Wait till past the first part. then see what your getting for Numbers.

As for what program to see GPU usage. I use Sysinternals from microsoft. It works great. the following pic is is showing 3 hours (left to right) of an 8 hour run.

Disable crossfire (you'll get better framerates with one card), or

Update drivers to Catalyst 12.1 Preview (you'll get same frame rates as above, but you will not need to disable crossfire).

Forcing AA in Catalyst does not work unless you disable Catalyst AI (need third party software for that) and even if you do, frame rate will plummet. Use in-game AA and AF, or try FXAA.

Reduce uGridsToLoad to 5. Disable AA and either keep it disabled, enable it through the CCC control panel or enable FXAA instead.

Also, try the CPU optimisation mod, it can help win you some frames.
