'Under New Management' quest bug? : V

I joined the Thieves Guild, did the main quests and a lot of jobs for Delvin and Vex.

After all that the quest called 'Under New Management' should begin automatically but for me it didn't.

I have to do all the jobs available? Or is this a bug?

You have to keep doing jobs until you get the 'big' job in the 4 big cities. After you complete them, you'll become guildmaster.

I need to do all kind of jobs or can I just do Bedlam jobs (they are fun)?

To me it is a bug. I'm not getting the last City Influence question for Whiterun, even though I have done many jobs in that city for Delvin. I cannot complete the Thieves Guild
