According to TESWiki (http://elderscrolls.wikia.com/wiki/The_Book_of_Love), I have to talk to the priestess Dinya Balu. However, she has nothing but non-dialog stuff when I attempt to speak to her.

Does she have to be inside the temple to start or something? Or am I bugged out of the quest?

I don't know if this is the same problem, but sometimes NPCs with "non-dialog-starting" comments can be fixed by reloading a save. It happens to me with shopkeepers sometimes.
