Extremely long loading times (3 minutes!)

Hey everyone, so I'm having a big problem with loading times. Loading my game from the menu or quick travelling takes 3 minutes approximately, and other loading screen times aren't pretty either.
Admitedaly, I'm on a lower end system. So I'll start by saying my specs:

OS: Vista 32 Bit OS SP1
CPU: Intel Core 2 Quad CPU @ 2.40GHz
RAM: 3GB [Using ReadyBoost to add another 1gb, but I doubt it does much]
Video Card: ATI Radeon HD 4350
Hard Drive RPM: 7200 rpm

Cliffs:
-Long loading times/quick travel times (3 minutes plus)
-Defraging, disk cleanup, etc. do nothing
-Playing in windowed version on low resolutions fixes problem.
-However game is unenjoyable playing low res.
-Minimum settings/low resolution in full screen still has long loading times.
-No money for new card
-What are the work arounds to reducing loading times?

More detailed version of problem:

After a lot of Googling to try and fix this the most common reason for the long loading times was the hard drive. So I did the following: Defrag, Disk Cleanup, Free up disk space (Deleted 70gb of stuff), etc. However, this made no difference.

I then played in window mode and it worked. The loading times were 3-5 seconds. HOWEVER, the resolution is extremelly small (800x600, 1024x768, etc). My monitors native resolution is 1920x1080 just to give you a perspective of how small the windowed version of the game is. When I try to run it at 1280x720 the game will always stop responding and I have to ctrl+alt+del it.

I then tried pllaying on minimum settings and the lowest possible resolution in full screen mode but the long loading times were still present. So, is there any other work around I can do to reduce loading times? Just bought my textbooks for the second semester of school so I don't exactly have money to shell out on a new graphics card.

I'd point the finger at that 4350, unfortunately, especially if low resolution windowed fixes it. Try cleaning out drivers and installing different versions.
