Your skill level in Destruction is probably not high enough.

You need 60 Destruction to get Augmented Frost 2/2

HOLY SHI*, in lvl 51(destruction) she asked me 500 gold, normal..., in lvl 52 she asked me 1580, go to hell faralda!

Training is expensive and limited to 5 per level-up, so as not to make it so easy.

You're better off finding a bandit camp and just icing everything as much as you can.

yep up untill level 50 it costs 10 gold per level or something
after that it goes up fast

not sure if faralda is available as a follower when you become arch mage but you could just take the money back by trading with her
kind of a cheap tactic but it works
alternatively you could train and than pickpocket her to get the money back

Once a skill gets to 50 (maybe 49) It costs like 500 per skill or higher. I was getting the light armor ones and then I went to 52 and it took a chunk out of my wallet. I think it's best to go around killing people/bandits/animals/enemies with destruction and enjoy it in the process.
