Hello guys !
So I was able to tweak the hell out of Skyrim with using the Ini stuff , all on Ultra well you get me..
And I noticed , when outside I get around 35-40 FPS and after I enter a shop/house/etc i get UNDER 5 !?
Please need help as soon as possible.

Increase your shadows by any chance? Certain tweaks can utterly kill indoor performance. Delete your INI, regenerate it, and then do some tweaks again if you must.

Keep in mind especially with shadows that the game has seperate values for alot of the indoor vs outdoor effects, you may have been pushing very far with certain values that don't impact outdoors at all but will only show up indoors. For instance those two 'deferredshadows' vs 'quartershadow' (whatever), one's for indoors and the other for outdoors and unless you've got some really big need for it neither need to go above 3 or 4 as a value.

Also just as some advice: I recommend doing any ini file tweakin at a location like the dragonreach stairwell, easy access to two of the more challenging scenes of the game with one being outdoor and the other indoor. Oh and try and do this while its raining to get maximum 'this is the hardest stuff to generate' outdoor scenes to save you some anguish instead of tweaking things finely and then getting performance bombs when the weather isn't agreeable.

I wish I could get some info regarding what affects indoor vs outdoor performance in the INI, for the most part I've tweaked the indoor performance to be acceptable, however I still have noticeable slowdown in certain areas, such as the ragged flagon which has always produced piss poor performance for me.

*PROBLEM RESOLVED*
Thanks for the help !
The problem that was with my Ini that affected the indroor perfomance so bad was the iShadowMapResolution which I changed to 8000 , after returning it to the original 4096 I was able to get the indoor and the outdoor FPS rate balanced ^-^
