Active Effects Time Lag

Just got the game for the PC after playing it on PS3
I went to the shine of Talos and got the blessing. However much later I still had the blessing. Said 7 hours left. Now i thought this was in game hours, sure seemed that way on the PS3. I have my character wait 7 hours and check, the effect says it will last for 6 more hours. I wait 8 hours, still 6 left. I wait 24 hours, 5 hours left. The days seem to be going by normally, I say they seem to, because ithey went up after wiating though i still think the total should be more then 6 :/

Anyways, I tried that FPS limiter ( antilag.cfg and d3d9.ddl) because my PS3 controller was having terrible delay. It didn't help, well barely. then i heard about how turning V-SYNC off can mess up the game, cause stuff to go flying everywhere. So i got rid of those two files and turned all the settings back to normal cept for the prerendered frames, I kept those at 1 instead of the 3 my card was set to. Got fraps and realized that my fps was around 12-15. No wonder it didn't help, limiting my FPS was the last thing i needed to do. The next day i got an idea. I change my screen resolution from 1080p to 720p and the same in the game. That did the trick. No more delay in my controller and FPS were now around 30 in the wilderness. The reason i bring this up is because i while i never saved the game nor autosaved while i was testing the FPS limiter and had V-Sync off i wonder if it still screwed up the timer. I also wonder what other things it could have effected. Now its a new game, haven't spent that much time on it so i can restart it if necessary. however i wonder if the problem will still be there. Is there anyway to get the effect timer working properly?

Ok, it Active effect Blessing of talos says time between shouts decreased by 0%
I get the blessing again cause i still have it still says 0%

But then i go to a enchanters table and it give me the option to dechant necromancers robes (magic regen 75% faster). I already have the magic regen chant so im like, whats up with this. I chant them and it gives me the increased magika enchantment :/
My increase archery enchantment is 13 but when i press ok on the enchantment it goes down to 1% Same with block and the rest of the armor enchantments. all down to 1 or 2% instead of double digits.

Not really sure what to say about the active timers thing but I can say that the reason your effective enchant levels are so poor is because you're likely not highly skilled yet at enchanting. It shows you the initial baseline enchant rates for something but then afterwards it factors in your current enchanting skill + perks + effects and then I believe by default assumes you're going to use your best available soul gem to display the rate until you've actually picked one.

It shows you the initial baseline enchant rates for something but then afterwards it factors in your current enchanting skill + perks + effects and then I believe by default assumes you're going to use your best available soul gem to display the rate until you've actually picked one.

I only have one kind of soul gem, a pretty one filled with a pretty soul. And i have the first perk in enchanting as well.

Yah, petty, lesser and even common are really just for practicing enchanting up. Greaters and especially grands are about the only gems worth using to actually make enchantments for yourself, 1-2% enchants does sound about right for a low level enchanter using a petty gem. At this point prepare for the annoying journey of spamming up enchanting and ideally crafting at the same time. My tactic: Load up on gems and go mud crab huntin', also keep in mind that enchants are listed in order of value and enchanting weapons are definitely more value then armor so a nice tactic is after clearing a dungeon go and enchant all the weapons you brought back and sell them for much higher profit. Same with making iron daggers and enchanting them to practice up both professions.

ok, you were right on the Petty Gem
Did the console command for a Grand Gem. Archy Enchantment is 13%, with Petty Soul it goes down to 1% and the Grand Soul it actually goes above to 15% The Necromancy Robes i dechanted are apparently bugged. It appears they are like that in everyones game. So that solves all those issues which brings us back to the damn active effects timer.
