How far into Civil War before Peace Meeting is unavailable?

At what point in doing the civil war quests does the Peace Treaty become unavailable during the Main Quest?

No clue, I'm in the middle of Message to Whiterun and can't talk to Tullius or Ulfric about the truce. Hopefully the patch fixes this.

Yes you can skip the peace council if the Civil War quest line is finished.

Already beat the main quest once and never saw it. Had finished the civil war first.

If you aren't far into the Civil War sidequests when you need to trap the Dragon then the Jarl will say you can't use Dragon Reach with all the fighting.
What I want to know is how far into the Civil War sidequest you have to be before it locks you out.

Well I read from UESP that if you don't ever join any side until you're pretty far in the MQ, it will be available always. If you join some side, then there will be variations.

I completed the Stormcloak side way before getting to that point, so I didn't even have a clue that peace was possible.

This. I decided I didn't like the outcome of Message to Whiterun so I reloaded a save priror to returning the axe. I decided to just leave the quest open instead. As a result (at least I think so) I don't get the proper dialogue-options in Seasons Unending regarding the truce. I don't have a save prior to starting the Message to Whiterun so I can't get further on Seasons Unending. Kinda demotivating so I this gets fixed.
