Well i got my mage at level 36, hes got 100 destruction, 100 alteration, 76 restoration and ive got a mana pool of 631 right now, and these are my experiences with the destruction master spells. Mind you, i also play on expert, so these can be a bit skewed.
Fire storm: This spell i find to be the most underpowered (for the amount of mana it costs) of all three, though the knockback sort of makes up for it.
Blizzard: This spell has a cool concept and would be alot better if it wasnt glitched for me. 1 out of every 2 times casting this spell, it doesnt activate - but it uses up the mana like i did cast it.
Lightning storm: The most powerful and most used spell of all three for me. It uses so little mana for doing 100 shock damage per second, plus it has an insane range. I killed an elder dragon in about 6 seconds of just concentrated spell use. PLus i can use this spell for about 10-15 seconds before my mana completely runs out.
I noticed how some people are saying they dont use the spells because of the charge up time - well theres a solution to that its called the Become Ethereal dragonshout (this is a MUST for any mage character) Not only does it have a refresh rate of about 5-10 seconds, it keeps you from all damage and you can charge your spell up while still ethereal. The shout instantly becomes unactivated the second you cast a spell or attack or interact with anything. Also, you can use the time to let your mana regenerate.
