All you gotta do is buy ALL upgrades at same time as home purchase. I just did on my 360 in markarth. Racks work fine

I saved before buying any houses and it took me 5 reloads to get a solitude house with working racks. All the houses have the same glitch, you just have to get a lucky purchase.
