Cannot activate Dragon Souls : V

I have 9 Dragon Souls and 6 Shouts that say they cannot be used because I need Dragon souls. It says I have the souls but nothing activates.

I'm having the same problem. Just to make sure: have you pressed the button to unlock it?

Select a shout and Press 'R' to unlock it, there is a known issue with remapping your keys, If you have, use the default keyboard layout instead.

That's not the problem for me. I'm using a xbox controller to PC. I press X (haven't remapped it) and it says "dragon soul's required to unlock" (or something. don't really remember.)

same problem, same controler, I just go back and forth between x and a buttons as fast as I can this brings up the use soul option for me.
